It may not be a good idea to move your saddle forward in order to more easily reach the handlebars, as you can stress your knees with the wrong fore-aft position. Check Bike Fit Fitting Bicycle Seat Adjustment Height Reach Tips by Jim Langley for info on seat adjustment. As for moving the saddle, there will be 1 or 2 bolts up at the saddle that, when loosened slightly, allow you to slide it back and forth, or if loosened further change the tilt.
