I got a 1995 GMC Saburban it cranks over but wont start.. Was checking timeing an was setting #1 at TDC when i noiticed the disturbutor cap turning with the motor People before me turned cap cause they thought it was out of time when they didnt have wires on right or coil wire right. So i was setting #1 to TDC when i noticed the cap turning with the motor what would cause this?

Obviously the cap shouldn't be turning the only way I see this happening is if the shaft locked up inside the distributor at which poin you are going to need a distributor.
